Why the "Position" property of the Line is not available in the visual designer?

My end-user can't change line position onther than in RAP. I find this
ability very important for normal report creation. Why is it not available
in the designer?

And also, How can I make it available in the designer after all? (Write
additional menu item which will change line property)?

You should be able to set the line position using the drop down (the same
toolbar control used for pipeline assignments).

Do you mean Report-->Data in the Designer Tab? It is not working.
