make certain report components readonly not editable

hi
does anyone know is there is any way to make
certain report components read only?
the problem i am facing is i have scanned image of a
piece of paper(a form) which i use as a background of the
report. This is so the customer can lay out labels in the
correct spots so the forms can be loaded into the printer?
however i wish to make this background image read only
if possible so when they select it they cannot move or delete it. Is this
possible in the report designer?
any help greatly appreicated
