When producing PDF output and you have an image with Stretch/Keep Aspect Ratio turned on, the Printout looks fine, but the PDF does not scale correctly. If you turn off the Keep Aspect Ratio it then works fine.
By "scale correctly" do you mean the image is not the correct size, or not in the right position? In my testing, I was unable to reproduce this behavior. If possible, please send a simple .rtm with the image formatted the way you have it on your report in.zip format to support@digital-metaphors.com and I'll take a look at it for you.
