problem with design tab in report builder 7

In my application i want only some users to use design tab . How can i
disable the design tab for other users ?

    1. TppReportExplorer.ItemOptions and FolderOptions

    The TppReportExplorer.ItemOptions and FolderOptions to limit the user's
    ability to access the designer, create new folders, etc.

    Note: Set these prior to showing the report explorer.

    2. TppReportExporer.ItemAction. Controls whether the Designer or Previewer
    are opened when the end-user double-clicks an item in the list view.
