Data Dictionary - Session class not found

I am using version 7.04 Enterprise and I am trying to compile the Tutorial
that uses Data Dictionary. I am unable to invoke the Data Dictionary
Designer because it complains that BDESession session class cannot be found.
Am I missing a configuration somewhere? Any help is greatly appreciated.

    Hi Andrew,

    This error indicates that you do not have the rbDBDE7x.bpl package installed
    into your Delphi IDE. Check your installed packages (Component | Install
    Packages option in the Delphi main menu) and be sure you have an entry for
    "ReportBuilder Data Access for BDE" available and that it is checked.
