Looking at the code, the Query Designer initially displays the fields in the order they are selected in the dataset, which I believe is the order they were created in the database. You can sort the available fields list by clicking twice at the top of the Field Alias column. It is not possible to sort by any other columns. In the Selected field list (bottom list), you have the ability to move each selected field around using the arrow buttons on the right.
