TExtradevice 2.1 and BPL

We are having trouble including TExtradevice in a BPL. We get the following
error:
"[error] Never-build package 'pkgMain' requires always-build package
'xtradev5'"

We use Delphi 5 Pro with ReportBuilder 6.03.

XtraDev is an always-build package. Your pkgMain package is a never-build
package. You can set your package to also be always-build and it should
begin working. Have you tried this?
