Global.OnCreate doesn't invoke in RB 12.03

Hi,

I am trying ReportBuilder 12.03. When I preview report, the code I set
in Global.OnCreate doesn't executed. Is this a bug?

    There are no known issues with GlobalOnCreate. I tried a simple test here by
    creating a new report and implementing the event as follows

    ShowMessage('globalOnCreate');

    When I Preview, the message appears.
