D6 Pro can't load package dclRBU66.bpl

I get the following error when starting up Delphi 6

After installing Report Builder 6 for D6 (downloaded July 18)
"Can't load package dclRBU66.bpl" (ReportBuilder Sample Components)

I have verified that this file does exist
(in my case) "D:\Program Files\Borland\Delphi6\RBuilder\Lib"

My library path includes:
"$(DELPHI)\RBuilder\Lib"

After trying to drop any one of the following components onto a report:
label, system variable, variable, barcode, dbcalc, or dbbarcode
I get the following error
"Canvas does not allow drawing"
This error continues until I close the report and/or restart Delphi 6.

I you go to Component | Install Packages
and try to view the component list it wil be empty for the following items.
- ReportBuilder Sample Components
- ReportBuilder Tee Chat 5.0 Components

Eventually the IDE will become unstable and access violations will occur
making it impossible to close the IDE unless you do an end task.

Using Windows 2000 w/ service pack 2 (fresh install)
Delphi 6 Pro (fresh install)
Report Builder 6 Standard (downloaded July 18)

I'm not sure what to do. Any suggestions?

    Go into the Component | Install Packages and try to install the package by
    pointing it to your bpl in the Delphi6\RBuilder\Lib directory. I just
    installed Standard into D6 and the sample components were installed
    properly. Not sure why it didn't install for you.

    The can't load package message no longer appears however the other error
    still remains

    I'm going to assume the worst and reinstall Delphi 6 then Report Builder

    For the "Canvas does not allow drawing" error, make sure the printer driver
    is valid. Make sure you have a default printer installed.

    Bingo! That was the problem, however I would recommend a reboot after
    installing the printer because the IDE raises access violations when you try
    to start it. Case closed.
