cant turn 'stretch' off

I have 5 regions on my report one on top of the other.

REGION1
REGION2
REGION3
REGION4
REGION5

When i set the 'ShiftRelativeTo' property of REGION5 to REGION4 it
automatically set the 'Stretch' property of REGION4 to stretch.
What I am trying to do is, if the fields in REGION4 are empty then i
want to make the height of it equal '0'. This works when stretch is
set to 'false' if it is set to 'true' then when I set the height of
REGION4 to '0' it automatically stretches back. I have many fields in
each region thats the only reason why I am useing them, so let me know
if i have to get rid of the regions or a way around the stretch thing.

Why do they need to shift, if their is no stretching?

When you set the height of the top region to zero, you'll need to also
manually set the top of the region below it to a new value so that it will
shift upwards for you. ShiftRelativeTo is used for stretching components.
