JIT in Master Detail Problem

I have a report that is based on a dbPipeline, which is the Master and a
JITPipeline that is the detail. The problem I am having is that the
OnTraverseBy event of the JITPipeline is not getting fired so I am in an
endless loop always showing the first record. Other events
(OnGotoFirstRecord, OnCheckEOF, Bookmarking, ETC) are being fired. I have
tried several settings but can't come up with the right combination. The
other thing I can get it to do is just show one detail record when there are
more.
Any thoughts?

Is the RecordCount property set on the JITPipeline? Is the master dataset
ordered by the linking field?
