Object manipulation in report designer

This is a rather trivial question, but from a time saving perspective, one I
must ask. I have a report with 64 regions. Each region has 16 objects on
it. All objects on each region have identical spatial relationships. If I
create and correctly orientiate all objects for a given region, I would like
to be able to copy that region and paste it 64 times while preserving the
spatial relationships for all objects on a given region, similar to a panel
and objects on a panel. (I understand the methods would have to be
gobalized, and the names of the individual components and their data
pipelines would have to be individually handled).
After I copy the template region and paste a copy to another area of the
report, the 16 individual components on the new region created do not
maintain their correct spatial relationships. This forces me to realign
each component. I do not see a solution for this, am I missing something?
