"Stretchable" and "shift with parent" components

I'm using Report Builder for Delphi 6. And I'm creating a report where I am
trying to have 6 titles with information under each Title. My titles are
declared as labels and my information under each title are Rich Text fields.
I have set my titles to "shift with parent" and my rich text fields to
"stretchable". But my titles are not shifting down under the information
fields. Is there another property that needs to be set while doing this?
(My fields are stored in a group header band).

You might want to use TppRegions. Place each label in its own region. The
region can shift relative to the rich text above it. This might be the
preferred behavior for you, rather than have all of the labels shift based
on the tallest rich text in the band.
