What is the best way to make standard headers and footers for every report
in my app?

One way to do it is to use our dynamic subreport loading example in your
installation in the RBuilder\Demos\EndUser\DynamicSubreportLoading
directory. It uses report templates which get loaded automatically into a
subreport when the report begins printing. This way you can use one template
and changes to this one template will affect all the reports which use it.
