TextSearchSettings in case-insensitive mode works uncorrectly.

Hello

I have found that text search in the PreviewWindow works fine in
case-insensitive mode only for english characters not for russians.
My opinion is to use in that mode a function that works correctly with
not-english characters like AnsiUpperCase, AnsiCompareText and so on.
Please, fix it as soon as possible.

Please email support@digital-metaphors.com and we will reply attaching a
patched source file to fix the problem where the UpperCase calls should have
used AnsiUpperCase instead. AnsiCompareText and AnsiCompareStr were already
in place. Only the Uppercase calls were overlooked. Sorry for the
inconvenience.
