Error accessing temporany file

RB 20.04 ( but same with 20.02 ) , Delphi 10.3

Only with Windows Server 2019 , i tested only in RDP.
cannot create file "temp file" , file is in use.

and preview crash.
i tried without antivirus, i tried to execute with admin rigths, same problem.
