Formating instructions Ignored ? D2010 RB 11.07

this build appears to ignore currency formatting instructions for field.

We Have a number of fields using the currency Data type formatted to
$#0.00 ,-$#0.00
but the report seems to ignore this and use the ($#0.00) instead. this is
also happening in cross tabs.
Appears to be related to either D2010 or RB11.07
wasn't a problem in d2007 rb10.09
