Font characters without diacritics on Russian locale

I have Delphi program non-Unicode program that usually required one of
the Baltic locale (for non-Unicode programs) to be set on. Some users
are required to use this software on the Windows 10 with the Russian
locale (for non-Unicode programs) and they are still required to use
reports with the Baltic characters.
I the program displays wrong Baltic texts then this can be solved by
using http://pooi.moe/Locale-Emulator/ that configure to run the program
as if it is run under Baltic locale. This works for the program. But
reports still display characters without Baltic diacritics - both in
design and in the run time.
What is wrong with the reports themselves or how can I tweak report
builder software to display baltic texts (especially labels) correctly
on the Windows 10 with Russian locale.
