You can use the Report.Modified property to determine if the report has been changed inside the designer.
Setting the Report.SaveAsTemplate property to True will give the user a message when they try to close the designer to save if the report has been modified. This is useful when saving/loading reports from templates. Otherwise the report definition is saved into the .dfm as usual.
