I'm trying to create a customized Preview screen. I'm following the
instructions in the developers guide.

At a certain point i've got to select a panel. I do not see a panel in
fact I don't see anything besides a form which is empty. I have reinstalled
RB (6.03) but still the same.

Am I missing something?

We changed the preview form architecture so that it is now possible to also
replace the preview form which is launched from the designer. See this
example if you want to replace the preview form with the new architecture:
