Adding a button to printpreview?

I've been able to add a button to the printpreview form, but that is only
visible if they do the preview after the report is created. Is there any
way to add a button to the preview page shown when the report is first
created using the wizard?

If you have replaced the preview form, you should see the changes everytime
the preview is shown. Here is an example of a custom preview form which
works even if the user previews at the end of the report wizard:
