    Hi Edward,

All of the toolbars in the Report Designer can be enabled and disabled by
selecting the View | Toolbars |... menu option in the Designer. Be sure the
    "Edit" toolbar is selected.

    Hi
I checked the toolbar, it makes no difference if it is enabled or disabled.
I Uninstalled Reportbuilder and re installed it. No difference.
so somewhere an entry is made to set Report designer to the same as what the
    previous installation was.
I made sure that the files in WINDOWS\SYSTEM32 was deleted, and the RBUILDER
    Folder under Delphi was deleted.

    Hi Edward,

This information is saved in the RBuilder.ini file. Do a search on your
hard drive for this file and delete it. By default it is in you
    Windows\System32\... directory.
