VCL .Net enables developers to easily migrate existing applications to .Net and it provides a cross platform compatibility for supporting the native Win32 and .Net platforms. Without VCL .Net, migrating existing applications to Delphi .Net will require rewriting the applications.
We're approaching the move to the .Net platform incrementally. First goal is to port ReportBuilder to VCL .Net.
Longer term, we will offer tools that are native FCL and can be used by multiple .Net IDE's.
The document is incorrect. I do not know why Borland has not corrected the document.
This issue has been discussed on the Borland Delphi newsgroups. The VCL .Net library will be included in the Delphi 8 for .Net Professional, Enterprise, and Architect Editions.

Yes - there will be a ReportBuilder for D8 for .Net
The Digital Metaphors creative team is currently working on migrating
ReportBuilder to the Delphi 8 .Net VCL platform.
We will announce more details about updgrade pricing and a release date in
the future.

I doubt it. But perhaps it's best to wait for Borland to settle their SKU
first. Apparently it hasn't been fixed yet.
But maybe DM can clarify this for us.

I have learned that VCL .Net will be included in all Delphi 8 Editions:
Professional, Enterprise, and Architect.

says something different. According to this document Basic
VCL-Components will not(!) be included with the professional edition.
Borland seems to give us a good opportunity to change to Visual
Studio. Would'nt be that much of work, if one has to rewrite his app
anyway... :-(
