Is this only available in RB7?
I'm trying to use RotatedText by Artem Berman (CoolDev)
in D6/RB6 and couldn't find this particular class.

Hello,

You can download the RotatedText component from our website by following the
link below. I believe this was originally created to work with RB6, but can
be changed to work with RB7.
