group footer print above header?

It is very strange that group footer print above header, but the thing
really happen!! I think it may be due to the problem of region
shiftrelativeto property. Could you give me some cue to solve the strange
problem?
If I change the shiftrelativeto property at the band beforeprint event, Is
it too late or improperly.
There is also some request for our customer that if something present (like
discount), then show it, otherwise don't show it. The problem is how to
shift the item below the discount upward, I use region to surround the
component below the discount and run-time modify the shiftrelativeto, is it
correct or any other better method?

    For future reference, please do not post attachments to these newsgroups.
    This is not a known issue with ReportBuilder, nor am I able to recreate the
    behavior you describe. Please put together a minimal example I can run on
    my machine that shows this behavior and send it in .zip format to
    support@digital-metaphors.com.
