If you have an object's ParentWidth set to True, then it will always stretch to the exact width of its parent (either a band or a region). A band's width always lies between the margins set in the printer setup.
If I understand you correct the object's (left and right line) with the parent width set to true should be visible on the paper printed out? For me it is only the left side line of the object that is visible on the printout.
You need to be sure your margins are within the printable area of the printer you are using. If they aren't, you may loose some report objects on paper.
