Selection by "in list" - 9.02 issue

We have many reports that use the "in list" method for selecting of data
i.e. John Smith,Fred Flintstone,Barney Rubble.

These all worked fine prior to 9.02, however with 9.02 when the list is
displayed in the Search Criteria we get

John
Smith
Fred
Flintstone
Barney
Rubble.

If we look at the generated SQL the selection looks like
'John','Smith','Fred','Flintstone','Barney','Rubble'

Obviously nothing now works.

Am I missing some setting change in 9.02?
