It is not currently possible to replace the entire "Continuous Two Up" string because it is a combination of the "Continuous" and "Two Up" strings. Creating a Preveiw plugin and replacing the LanguageChanged routine is the current way to accomplish this.
I will add an individual "Continuous Two Up" string to our translation DB for the next release of ReportBuilder.
