ReportBuilder does not communicate with the printer directly. It gives the same Windows API calls to every printer driver which in turn converts to printer commands which are then sent to the printer device. If the Full Justify works correctly on one printer and not the other, this is definitely a printer driver issue. Be sure you are using the latest printer driver for the printer in question. In my testing with an HP LaserJet 5, the Full Justify feature seemed to be working correctly.
