Codepages in WebTier

I can't change codepage (exists UTF - 8, need Windows-1251) in my WebTier.
Help me, pls!

Can you point me to a definition of Windows-1251? I searched the internet
briefly but could not find a definition. Is this a Microsoft standard or an
Internet standard, or ?
