Detail section not using up available space on following pages

(using RB 5.56)

I've got a report which has static-height header and footer bands which
should only appear on the first page. I could successfully hide these bands
via RAP from the OnStartPage event and the Detail-section shifts up as
expected but it still just uses the vertical space that was available on the
first page, effectively leaving the bottom half of the following pages
blank. This is quite annoying. Any ideas?

Another question: It seems like the KeepTogether property on groups does not
include the group footer (i.e. the group footer isn't "kept together" with
the group and might be placed alone on a page) and I could imagine
situations where this might make sense, but in the majority of situations
that I could think of right now, when I want a group to be kept together I'm
thinking of the "whole" group, i.e. header, detail and footer. Is there
currently a way to accomplish this?
