Custom Report Explorer

I want to create a custom report explorer (I think). I will know the folder
id and I want to display all items (reports) in the folder and have the
ability to select the report and open it or create a new report. Other than
that I don't need much other functionality. Also, when the user saves the
report they will only be able to save it in the folder I've specified and no
new folders can be created. Any assistance in accomplishing this or some
examples would be greatly appreciated.
