If you would like to input rtf to a report, then load the rtf into a richt
text control in the report. The standard RB rich text control relies on
Delphi's TRichEdit class. The particular engine that is used to render the
rich text is replaceable. See the installed RBuilder\InfoPower (surf
http://www.woll2woll.com) directory in your installation for an example of
replacing the rich text engine with Infopower's as it has added
functionality over the Delphi TRichEdit class. Also, wpTools
(http://www.wptools.de) offers extended rich edit support and they sell a
wrapper component which you'll need to use wpTools in with ReportBuilder.

If you want to output the report as rtf, then you can use one of the 3rd
party device component vendors to print to rtf. Surf www.waler.com and
    www.pragnaan.com
