Report builder seems to be ignoring my "Order By" clause. I use the same
SQL statement at design time, and the data is appropriately sorted on
the report builder preview screen.

Using Delphi 5 and interbase 6.

When are you changing the order by clause? You say that RB appropriately
orders the data in the preview, but do you mean inappropriately? Make sure
the data is correct at runtime by hooking the datasource for the report to a
TDBGrid on a form. Make sure that the report is connected to the correct
datapipeline and check all the data connections.
