Margin between 2 subreports

I have a simple one page report. It consists of two subreports, one after
another limited to that one page (both ChildReports I have the Pagelimt set
to 0). Each subreport basically takes up a half of a page and each
subreport has 4 columns.

The problem I am having is no matter what I do, there is a vertical space
around 1 inch between the two subreports that I can not adjust or get rid
of. If I make both subreports with no Title band, Footers, or Summary
Bands, it doesn't effect this spacing at all. It is still there. If I add
a Title to the second subreport, it will add the vertical space of the Title
and also that 1 inch.

I have made both detailbands of the subreports dynamic, including the main
detailband of the Main. I have set Top and Bottom margins in the subreports
to 0. Bottom Offsets are set to 0 for both subreports. I have a
ShiftRelativeTo set to subreport1 on the second subreport.

Help!!!! What am I missing?

    minimal example demonstrating this behavior in .zip format to

    We have determined that setting subreport.PageLimit is what is causing the
    issue. However we have solved the why.

    As a workaround, if you want to limit the subreport to a fixed amount of
    page space, you might try setting subreport.PrintBehavior to pbFixed and
    then sizing the vertical height of the subreport to occupy the desired
    amount of space.
